AT A GLANCE

Five headlines that set this week

▪ The Dec 4 US wall is now a logistics problem, not just a tariff problem - With eight weeks to go before Section 232 tariffs and minimum import prices take effect, enforcement of the anti-stockpiling rule is squeezing the entry chain itself: customs brokers are demanding written importer attestations, and some have stopped accepting new polysilicon and solar clients altogether until Dec 3. Meanwhile imported module prices are already up USD 0.09-0.11/W since August to 0.38-0.42/W - at or above the floor.

▪ CATL's sodium-ion orderbook hits 70 GWh with a 3 GWh DACH deal - German system integrator Intilion announced a five-year agreement to deploy CATL sodium-ion BESS across Germany, Austria and Switzerland, up to 3 GWh. Cumulative orders 70 GWh, with round-trip efficiency above 96.5% and 15,000+ high-temperature cycles claimed.

▪ 14 economies sign US-led overcapacity statement - solar panels named - On Oct 7 the US and 13 other economies (including the EU, India, Japan, Korea and the UK) committed to 'further study and take effective action' on structural industrial overcapacity, listing solar panels, batteries and EVs among focus sectors. Political commitment only - no tariffs or dates - but it maps where future trade measures may land. China did not sign.

▪ French solar tender clears 24.5% cheaper - France's latest ground-mount tender awarded 930 MW at a weighted average EUR 60/MWh, down from EUR 79.48 last round; small rooftop (100-500 kW) cleared at EUR 75/MWh, down 15.5%. Paris says subsidies will shrink and a technology-neutral tender follows in early 2027.

▪ China chain flat as the market waits for October cuts to prove out - Polysilicon held at CNY 43/kg (rod-grade) through the holiday week, but futures drifted lower and the Huadian 5 GW tender cleared with bids as low as CNY 0.665/W - central-buyer pricing pressure is intact while the industry waits to see whether October production cuts actually land.

01 / POLICY & TRADE WATCH

United States - the countdown to Dec 4 is now enforced at the broker desk

Anti-stockpiling enforcement shifts to customs brokers; module prices already at floor levels

With eight weeks until the Dec 4 Section 232 tariffs and minimum import prices take effect, trade counsel report that Commerce's anti-stockpiling regime (effective Sep 22 through Dec 3) is biting through the entry chain: licensed customs brokers must diligence new importers before filing - registration date, weekly volumes, beneficial ownership - and several brokerage operations now require written importer attestations or have stopped accepting new polysilicon and solar clients until the window closes. In parallel, Pexapark's Q3 PPA Price Poll reports imported and domestic US module prices up USD 0.09-0.11/W since August to 0.38-0.42/W - at or above the 38 cents/W floor - adding roughly 10% to utility-scale capex, with PPA offers rising only partially (ERCOT offer prices +USD 5.5-5.9/MWh QoQ) and more 232 adjusters expected in new offers. Waivers for the weekly import caps go to Polysilicon232@bis.doc.gov, with Commerce targeting a 14-day response.

US-led 14-economy statement targets 'overcapacity' - solar panels named

On Oct 7 the US Trade Representative released a joint statement signed by trade ministers of 14 economies - the EU, Argentina, Australia, Canada, France, Germany, India, Italy, Japan, Korea, Mexico, Poland, Turkey and the UK - committing to 'further study and take effective action' against structural industrial overcapacity, with autos, EVs, batteries, chemicals, semiconductors and solar panels listed as focus sectors. China, Brazil, Russia and South Africa did not sign. This is a political commitment with no tariffs, timelines or mechanisms attached - but it signals where coordinated trade measures could land next.

TOPCon 337: partial final determination, patent risk lives on

On Oct 6 the US ITC issued a partial final determination in the TOPCon cell/module 337 investigation (337-TA-1494), finding US and German AXITEC entities in default. The main investigation was withdrawn by First Solar on Sep 15, but the company has stated it will pursue TOPCon patent enforcement worldwide, and district-court litigation continues. Note: China's IP office had already invalidated the Chinese family member of the patent in April 2026. The 337 withdrawal removes one avenue, not the risk.

USDA REAP rule excludes farmland solar, effective Oct 16

The USDA's revised Rural Energy for America Program rules disqualify PV and wind projects on farmland and tighten equipment-origin and operating-data requirements. Niche, but relevant for US agricultural-sector projects using imported equipment.

Europe and Turkey - cheap French auctions; a BOS component gets its own duty wall

France: tender prices drop ~25% and subsidies will shrink. On Oct 7 the French energy ministry announced the latest tender results: 125 ground-mounted projects totalling 930 MW at a weighted average EUR 60/MWh, down about 24.5% from EUR 79.48 last round; 100-500 kW rooftop cleared at EUR 75/MWh, down 15.5%. The government said support levels will be reduced further and a technology-neutral tender is planned for early 2027. (Official CRE publication pending at time of reporting.) For project economics, French revenue assumptions are resetting downward.

Turkey imposes final AD duties on Chinese PV junction boxes. Turkey's Trade Ministry issued its final anti-dumping ruling (Sep 23, effective five years) on Chinese PV junction boxes: 38.23% CIF for named producers including Risen (Ningbo) New Material, QC Solar (Suzhou and Jiangsu) and Zhejiang Chint Xinhui; 57.11% for all others. Junction boxes sit in every module and most BOS kits - if you assemble or source modules/BOS into Turkey, re-price your landed cost.

India: ALMM capacity grows; grid corridor with 50 GWh of storage approved. India's MNRE added Gopin Semicon (402 MW TOPCon, Gujarat) to ALMM List-II on Oct 8, bringing approved cell capacity to 37.8 GW. On Sep 30 the cabinet approved Green Energy Corridor Phase III - about INR 1.86 trillion to wheel up to 135 GW of renewables by FY2032-33, with 50 GWh of battery storage planned. Demand-side support, aimed squarely at domestic-approved supply chains.

Korea launches a ~USD 747 billion green industry strategy. Korea's K-GX plan (Oct 7) targets roughly KRW 1,000 trillion over ten years across ten green industries including solar, batteries and EVs, with a 100 GW renewable target by 2030 plus grid-flexibility and storage programmes.

China - supply-side discipline gets regulatory teeth

Three mandatory national standards land Jan 1, 2027. China's market regulator has published three mandatory national standards for PV - module/inverter energy-efficiency grades (GB 47834-2026) and energy-consumption limits for mono-crystal silicon (GB 47835-2026) and polysilicon/germanium (GB 29447-2026) - all effective Jan 1, 2027 and expected to become de-facto qualification gates for large central tenders. Together with SAMR's unconditional approval of Tongwei's acquisition of top-ten polysilicon producer Lihao Qingneng (reported Oct 8), Beijing is consolidating and disciplining the upstream at the same time as firms plan October output cuts - execution still being verified.

02 / PRICING & SUPPLY CHAIN

A quiet week - but the quiet is the story

Post-holiday chain flat; futures pulling apart

Mainstream quotes held through the Golden Week period and after: polysilicon rod-grade CNY 43/kg and granular CNY 41/kg, wafers around CNY 1.00-1.05/pc, TOPCon cells about CNY 0.30/W and modules around CNY 0.70/W. Trading is thin - buyers are on need-basis only - and October production cuts are in an execution-verification phase, with firms announcing cuts but actual curtailment limited so far. Futures diverged on Oct 9: industrial silicon rose 1.35% to CNY 8,645/t while polysilicon fell 1.07% to CNY 36,120/t.

Central-buyer tenders keep a lid on modules

State utility Huadian opened its second 2026 module framework (5 GW of N-type bifacial, min 23.2% efficiency) with 26 bidders: CNY 0.665-0.75/W. The low end confirms that even while upstream costs are being defended, utility-scale module pricing in China is not moving up this quarter - demand is too soft and second-tier low-price supply is plentiful.

Consolidation is the other price lever

SAMR's unconditional approval of Tongwei's acquisition of Lihao Qingneng (top-ten polysilicon producer) advances top-ten capacity consolidation; combined with the mandatory energy-intensity standards above, smaller high-cost capacity faces a shrinking compliance window. Structural, not immediate, but it underpins the cost floor.

Market commentary

This is a wait-and-see market: polysilicon offers anchored to full cost, futures drifting on cut-execution doubts, and module prices pinned by soft demand and the Huadian low bid. The October production cuts - the market's main hope for Q4 price support - remain announced but not yet proven in output data. Watch the first October output prints: they decide whether the CNY 43/kg rod-grade price holds.

03 / GLOBAL PROJECTS & DEALS

Chinese suppliers - overseas wins this week

What it signals: sodium-ion has moved from lab claims to a named European offtake commitment with a published spec sheet - and Q3 data show Chinese suppliers' signed overseas system orders at 67.8 GWh, 93% of all signings, with Europe (42%) and the Middle East (28.7%) the two anchor markets (EnergyTrend, Oct 8). The equipment-level walls are in the US and EU funding channels; grid-scale battery supply keeps flowing everywhere else.

Cost signal for your models

Wood Mackenzie (reported Oct 8) models that 4-hour battery storage is now cheaper than open-cycle gas peaking in 43 of the markets it covers - though it flags US tariffs and trade measures as a short-term headwind. If your bids still compare against gas peakers at pre-2025 spreads, revisit them.

04 / TECHNOLOGY & PRODUCTS

Sodium-ion storage and AIDC-grade storage

Sodium-ion storage gets its first big European product commitment

Beyond the Intilion deal itself, the disclosed CATL sodium-ion specification is the datapoint: round-trip efficiency above 96.5%, more than 15,000 cycles in high-temperature operation, and over 90% low-temperature capacity retention - numbers pitched at lithium-iron-phosphate parity for grid duty. CATL has said it plans to lift sodium-ion capacity above 100 GWh within 3-5 years, explicitly targeting AI data-centre storage demand. First grid-scale deployments in China are landing this year (first deliveries of the Tianheng sodium system in September; 1 GWh of shipments planned by year-end).

Source: Intilion announcement via Storage & Power Market / Sina Finance (2026-10-10 to 10-11)

AI data-centre storage becomes a product category

Shuangdeng (Double-Deng) launched its DP60 high-rate lithium system for AI data centres to overseas markets (Sep 30), with large-scale fire testing under UL 9540A showing thermal runaway and flame confined within a single cabinet. Combined with last month's Nvidia qualification programme including three BESS solutions, 'AIDC-grade' storage - high C-rate, cabinet-level fire containment - is consolidating into a distinct procurement track.

Source: Shuangdeng via Chinese energy-storage media (2026-09-30); Energy-Storage.News on Nvidia (2026-09-24)

No new certified efficiency records in the international press this week. The perovskite-tandem race (LONGi 35.5%, Trina 28.00%) stayed quiet; expect the next moves at Q4 industry shows. On the standards side, China's three mandatory PV standards effective Jan 1, 2027 are the items most likely to change which factories can supply your 2027 tenders.

05 / WHAT THIS MEANS FOR YOU

Access, not price - editorial judgements

The following are editorial judgements drawn from the items above, offered as input to your own planning - not as advice, and not as verified fact.

The week in one line: nothing moved on the Chinese price tape, but the US import wall is now being enforced through customs brokers, 14 economies signed onto an overcapacity statement naming solar, and sodium-ion banked its first 3 GWh in Europe - the structural story this week is access, not price.

If you still need US-bound volume before Dec 4, treat the remaining window as roughly six usable weeks, not eight. Broker-level diligence (attestations, ownership checks) and some brokers refusing new solar clients mean entries can fail for paperwork reasons even when volumes would pass Commerce's benchmarks. Confirm your importer of record is registered before Aug 6, and file waiver requests early - Commerce says 14-day responses, but queue risk is real.

Re-price anything shipping to Turkey with junction boxes in it. A 38-57% duty on a component inside every module and BOS kit is easy to miss in a bill of materials - check whether your supplier's named-entity rate is 38.23% or the 57.11% residual.

Qualify a second cell chemistry for 2027 bids. CATL's Intilion deal shows sodium-ion carrying a bankable European reference with published efficiency and cycle data; if your pipeline spans cold climates or high-cycling duty, a sodium option is now quotable rather than theoretical. Counterpoint to keep in mind: orderbooks are concentrated in one supplier's claims - ask for third-party test data before locking specs.

Do not build Q4 price relief into China-sourced contracts. The Huadian low bid (CNY 0.665/W) and thin post-holiday trading say module prices stay pinned while October cuts remain unproven - but equally, full-cost floors and consolidation (Tongwei-Lihao approved) cap the downside. The realistic band is flat; the risk is asymmetric toward sudden upside if cuts are enforced harder than currently observed.

Watch these dates: Oct 14 (US ITC injury vote on India/Indonesia/Laos AD/CVD), Oct 16 (USDA REAP farmland exclusion effective), Oct 30 (Romania's oversubscribed EUR 150m standalone-BESS grant window closes), Nov 1 (EU exclusion deadline for high-risk-supplier inverters), Dec 3-4 (US anti-stockpiling rule expires / 232 tariffs and minimum import prices take effect).
